What we do
We provide policy and communication consulting to leaders in higher education, government, businesses, and non-profit organizations who seek to make positive change and build organizational capacity. Services include: strategic planning, policy development, resource development, program implementation, training and development, and government relations.
Strategic planning
- Work with organizations to establish a vision, mission, goals, objectives, strategies, performance measures and targets.
- Facilitate collaborative planning processes to capture participants’ ideas, develop plans, and obtain stakeholder buy-in for implementation.
- Analyze organizations’ strengths, weaknesses, opportunities, and threats (SWOT).
Policy development
- Draft policies and procedures and associated forms and provide implementation training.
- Draft legislation and regulations.
- Draft policy analyses and reports and recommend policy changes.
Resource development
- Prepare grant applications and other funding proposals.
- Prepare budgets and financial plans for businesses and projects.
Program implementation
- Start up and manage programs and projects.
- Provide technical assistance to improve manager and staff knowledge and skills, implement best practices, and build capacity.
Training and development
- Develop and implement customized training and development in higher education fields, including board governance, law, finance, human resources and management.
- Develop and implement customized training and development in leadership, agile/lean project management, and public speaking.
Government relations
- Assist organizations to develop and implement advocacy plans, including coalition, relationship, and image building and grassroots outreach.
- Draft position statements, legislation, and rule-making comments.
- Monitor and provide updates and alerts concerning legislative and regulatory activities.

Examples of work
Led team developing WVCTCS master plan (“Meeting the Challenge”), including goals, strategic priorities, and system and institution measures and targets.
Worked on legislation to establish Vision 2020 higher education goals (SB 638, 2008), facilitate community and technical college transitions to independence (HB 3215, 2008), increase higher education institution flexibility (SB 603, 2005), restructure state-level financial aid programs to better fulfill state policy goals (HB 4049, 2006 and SB 373, 2009), and establish a library facilities improvement fund (HB 2890, 2018).
Leveraged more than $37 million in federal competitive higher education funding, including $25 million to implement the BridgeValley CTC Bridging the Gap project and $5 million to implement the Mountwest CTC Beacon project.
